Skagit/Islands Head Start (SIHS) and ECEAP is a comprehensive early childhood program offering services for the entire family. We promote school readiness by enhancing the social and cognitive development of children while providing access to health, nutrition, and family supports. Parents are engaged in their children's learning and continuously supported in making progress toward their own personal, educational, or employment goals.

Services are available in Skagit, Island, and San Juan Counties through a variety of programs.

How to Apply

There are two ways to submit an application. You can either submit your application online by following one of the links below or you can download the application and mail to Skagit/Islands Head Start.

Program Options


EARLY HEAD START (EHS) serves children age birth to 3 years, as well as pregnant mothers and their families who live in Skagit and Island County. We offer a variety of program options and welcome all infants and toddlers including those with special needs.

    HOME-BASED Option:
  • This program is year round and provides a weekly 1.5 hour home visit and 2 parent/child groups per month. Home visits include parent/child activities to promote learning, parenting education, support, and resources. Groups include other parents and their children in a classroom environment designed to promote early learning and fun.
    TODDLER Option:
  • We offer a toddler classroom option for children who are age 2-3 years. This program provides a 3.5 hour classroom experience 2 days per week and 15 home visits per year. Groups of 8 children participate in a safe, exciting indoor and outdoor classroom environment led by two teachers. Parents are encouraged to volunteer in the classroom to support their child’s learning and development.

PRESCHOOL HEAD START (PHS) serves children who are between the ages of 3 and 5 (must be 3 by August 31). This program follows the school year schedule and offers half day classes 4 days per week (Mon.-Thur.) Centers are located in Concrete, Sedro Woolley, Burlington, Mount Vernon, Oak Harbor, and Friday Harbor. Meals are provided and we have limited transportation available in the communities of Oak Harbor and Concrete.


For children living in La Conner preschool services are provided in partnership with the La Conner School District, Swinomish Tribe and Skagit/Islands Head Start. Half day classes are held 4 days per week and follow the school year schedule.

Eligibility Criteria

In order to be eligible for the program families must meet the Federal Poverty Income guidelines. Your family may also be eligible if you are receiving certain forms of public assistance, you are applying on behalf of a foster child, or your family is currently homeless. SIHS may also serve a limited number of families with special needs who do not otherwise qualify for the program.

What Happens Next?

A staff member will contact you to schedule an eligibility appointment. At the time of your appointment you will need to provide the following documentation:

  • Copy of your child's birth certificate, hospital record, or foster care documentaton
  • Proof of your family's income
    • Possible forms of documentaton include 1040 income tax form, W2's (from all members of the family), previous 12 months of paystubs, child support statement, unemployment compensation, current TANF or SSI award letter.
  • Copy of your child's current immunization record.
